One of the greatest assets that Frankston City has to offer is its natural beachscape. The development of Frankston Safe Boat Harbour will offer substantial benefits to the region and the growing number of users of Port Phillip Bay.

The project is a significant one for Victoria.  The safe boat harbour proposal has undergone five years of the most stringent of environmental impact assessments and public consultation and sets a benchmark for environmental performance of future development on Port Phillip Bay.

Frankston City Council's proposal has been analysed extensively; two public consultation processes have already been carried out, the first of which included an Environment Effects Statement in late 1998 that later was expanded to incorporate traffic, noise and visual amenity considerations.

The proposed safe harbour complements State Government priorities, including Melbourne 2030, and the Victorian Coastal Strategy for Port Phillip Bay. It is also supported by other major developments now underway and will position Frankston as a boating centre for Melbourne,and a key access point on the Bay. Tourism and recreation and retail industries in particular will benefit directly as a result of this development and establish the City as a sustainable activity area for future generations of Victorians.

Following market testing of Frankston City Council's preferred development model for the Safe Boat Harbour, State Government approval of the project was received in October 2008. The Minister for Planning made the necessary changes to the Frankston Planning Scheme to incorporate the revised model and Public Tenders for design, financing, development and operation of the harbour facility were invited by Council in October 2009.

Frankston City Council's projected timeframe for the project includes Tender selection in mid 2010, approval of design and Planning compliance in early 2011, commencement of the 2 year construction period scheduled for March 2011, with projected completion and operation commencing in April 2013.

The Safe Boat Harbour will include the following facilities:

  • Regional boat ramp with five ramps and dual landings
  • Wash-down, rigging & derigging areas
  • Boat refuelling area
  • Minimum of 30 public overnight berths
  • Up to 300 permanent wet berths
  • Up to 400 dry storage berths
  • Up to 60 short-stay accommodation units
  • Associated parking and turning areas for vehicles and trailers
  • Outdoor recreation facilities such as public promenades, pathways, play areas
  • Restaurant/café, marine related retail /commercial - pleasure boating,
    chandlery, bait & tackle
  • Public wharf for pedestrian ferries and leisure cruise boats
  • Potential tourist & commuter ferry platform with deepwater access for short term mooring
  • Marine-related services, workshop & boat repairs, sale of boats & equipment
  • Accommodation for local clubs and emergency services
