Council offers some specialised facilities as part of our overall strategy to improve accessibility and inclusiveness for all Frankston residents.
Keys Street Toilets
The new Keys Street public facility offers universal male and female toilets, a children's toilet, baby feeding and change rooms, as well as two fully accessible toilets for people with a disability, which feature hoists and adult change facilities. Users will need to provide their own sling for the hoist facility.

| Access | Master Locksmiths on the presentation of written authority from a doctor, disability support organisation or community health centre. Holders of parking permits may also obtain letters of authority from Council. MLAK keys can be borrowed, upon presentation of photo ID, from the Frankston Visitor Information Centre, Civic Centre, Safer City Centre and Youth Resource Centre. Slings are available for loan from the Visitor Information Centre. |

Liberty Swing

The Frankston Liberty Swing, a device that allows people with mobility difficulties or using wheelchairs to enjoy the excitement of swinging, is one of the first installed in southeast Melbourne and only one of a handful in public playgrounds in Victoria. Frankston City residents can apply for permanent possession of a key, and those who already have an MLAK key can also access the swing.
| Location: | Located at the Frankston Waterfront Regional Playground, the Australian designed and manufactured swing was funded by the Rotary Club of Frankston, Frankston City Council and the Variety Club. |
| Access: | Frankston City residents wishing to use the Liberty Swing can pick up a key from the Visitor Information Centre (VIC) on Pier Promenade. Keys are also available from the Civic Centre and the Frankston Lifesaving Club. |

MLAK Key
This key is an innovative system that allows 24 hour a day access to public facilities e.g. toilets for people with disabilities. The MLAK key will will provide access to the accessible toilet facilities at 5 Keys Street, Frankston.

Presentation of this letter at locksmiths who are registered with the Master Locksmith Association and payment of a small cost will enable you to get a key which will belong to you permanently.
