Frankston Partnership

The Frankston Partnership was unilaterally announced as part of A Fairer Victoria in April 2005 as part of the Government's objective to build stronger communities and make it easier for them to work with the Government. The initiative also was linked with the funding for the construction of the Brotherhood of St Laurence's new hub in High Street, Frankston.

The principles underpinning the Partnership's role are:

Place Based Model of Partnership

The Frankston Partnership comprises of:

• Department of Planning and Community Development
• Department Human Services
• Department Education and Early Childhood Development
• Frankston City Council
• Brotherhood St Laurence and, in 2009
• Department of Justice

Initially, a heads of Agreement and terms of Reference addressing membership, purpose and goals of the Partnership was established in December 2006 and under this the first focus on young people was established with a stated purpose of:

"The Partnership's first shared goal is to maximise the successful transition of young people in Frankston to further education, employment and full participation in their community."

A review of the Frankston partnership was completed in August 2008 having reference to membership and governance, credibility and influence, planning processes. Benchmarking with other similar partnerships, cultural expectations of partnership organisations, the relevance of 'a place based model' and level and orientation of the Partnership focus. The completed evaluation and revised Terms of Reference, having been signed of by the executive members of the Partnership were presented to and approved by the Frankston City Council as a Place Based Model of Partnership.

The Partnership Executive continues to facilitate strategic conversations to engage local service providers to build stronger and collaborative relationships.

Mission

• Frankston Partnership will provide a strategic facilitation role, drawing on the strengths of the Partners, to identify opportunities for improving navigation of the service system, joining services, maximising available resources and reducing red tape in meeting the needs of young people.

Frankston Partnership Youth Strategy

The Frankston Partnership is proud to present a longer term, people and place based strategic framework to support all young people of our city achieve their aspirations.

The Strategic Framework enables future collaborative action to address the main challenges and priorities for young people in Frankston. It is a partnership framework and as such it transcends boundaries and levels of Government, private and community sectors in collaborative action to which all contribute in an integrated people and place based approach.

Why a Strategic Framework for young people?

Young people are an important part of Frankston's communities; they represent our future. The environment in which they experience the world and their personal, social and other development is important to us all.

Strategies

• Build young people's confidence and competence to participate and contribute to their community
• Strengthen the community's capacity to provide supportive social and physical environments that create opportunities and encourage the participation of young people
• Enhance integration of and investment decisions in services that deliver outcomes for young people in Frankston.
