Frankston City is a diverse area, ranging from urban beach settings to recent subdivisions, from garden suburbs to rural bush locations with spacious landscapes.

A comprehensive study has been conducted and a set of guidelines (Neighbourhood Character Precinct Brochures) have been developed to help preserve and enhance the unique residential character of these areas.

Neighbourhood Character Study

The Neighbourhood Character Study was conducted in conjunction with the Housing Strategy to determine the residential character of a number of precincts around the City. The study sets out the means by which to protect and enhance the valued characteristics of the municipality and to guide future residential development to ensure it respects neighbourhood character.

Neighbourhood Character Precinct Brochures

Neighbourhood character and design guidelines are set out in Neighbourhood Character Precinct Brochures. They are used by Frankston City Council to assess all new planning applications and should be used by builders, developers, residents or anyone submitting a planning applications to Frankston City Council to ensure future residential development submissions reflect the preferred character of that locality.

Use the key map in the Neighbourhood Character Precinct - Explanatory Brochure to locate your precinct. Each precinct has a corresponding abbreviation on the map. For example, the abbreviation CD1 refers to Carrum Downs Precinct 1. Now select the relevant character precinct from the list below:
