Introduction

The Strategic Planning Unit is responsible for the development and review of land use strategies and policies, e.g. structure plans, neighbourhood character policy. It is also responsible for changes to the planning scheme, including assessing proposed changes, processing planning scheme amendments and undertaking periodic reviews of the Frankston Planning Scheme.

Frankston Planning Scheme Amendment C78

Frankston City Council has prepared Amendment C78 to the Frankston Planning Scheme. In accordance with section 8A(3) of the Planning and Environment Act 1987, the Minister for Planning authorised Frankston City Council as planning authority to prepare the amendment.

The land affected by the amendment is located in Frankston South to the north and west of Sweetwater Creek and to the east of the Frankston Reservoir.

Frankston Planning Scheme Amendment C63 - Permanent Significant Tree Controls

The Frankston City Council has prepared Amendment C63 to the Frankston Planning Scheme. The amendment seeks to introduce a revised Schedule 4 to the Environmental Significance Overlay and applies it on a permanent basis, to 470 properties across the municipality. Affected properties are identified in the Schedule 4 to the Environmental Significance Overlay and associated maps.

The amendment is no longer on exhibition.

Amendment C63 was publicly exhibited between 11 July 2011 and 19 August 2011. Following the exhibition, at the Ordinary Meeting held 21 November Council resolved to refer the amendment and all submissions to an Independent Planning Panel. Frankston Planning Scheme Amendment C65

The Frankston City Council has prepared Amendment C65 to the Frankston Planning Scheme.

Following a review of the Frankston Planning Scheme, Frankston Council has revised and updated the policy section of the scheme, which consists of the Municipal Strategic Statement and Local Planning Policies. A planning scheme amendment containing the revised policy section of the scheme has been exhibited and 24 submissions were received. An independent panel will be convened in due course to consider the submissions.

Ebdale Precinct

Planning Investigation - Housing Opportunities in the "Ebdale Precinct" Council is undertaking a strategic planning study for land immediately north of the Frankston Central Activities District, between the Nepean Highway and Dandenong Road West.

This area is well suited to greater housing densities due to its closeness to central Frankston, employment opportunities and public transport. Current zoning and height controls allow for development of up to four storeys. To ensure development has a positive impact on the future of Frankston, zoning changes and a set of urban design principles are being considered.

Amendment C53

Amendment C53 was approved by Council, has been Gazetted (28 April, 2011) and is now operational in the Frankston Planning Scheme. The amendment updates Clause 22.05 to include a revised reference to the Frankston Central Activities District Heritage Review, July 2010. The amendment permanently includes 11 sites in the Frankston CAD Heritage Overlay. It replaces interim controls that were introduced through Amendment C52 in February 2009.

Amendment C53 affects 11 heritage properties in the Central Activities District. Amendment C53 went before an Independent Planning Panel, May 6-7 2010. The following is an expert witness statement prepared by Heritage Consultant, Bryce Raworth - Conservation Urban Design, supporting Councils position.

Amendment C53 was considered by an Independent Planning Panel. The Panel Hearing ran for 2 days and considered the issues raised by submissions.

The sites being considered for permanent inclusion in the Schedule to the Heritage Overlay as part of Amendment C53 were visited by the Panel, interested parties were invited to attend the inspection. Following the hearing the Panel completes a report making recommendations to Council in relation to the proposed amendment. The following is the Amendment C53 Panel Report.

Following the Independent Planning Panel, the Central Activities District Heritage Review was amended and adopted by Council. The following is a copy of the amended document "Frankston Central Activities District Heritage Review July 2010

Amendment C46 Panel

This overlay directly relates to the Olivers Hill area where its objectives are:

'To maintain and enhance the low density treed character of Olivers Hill in recognition of
its contribution to housing diversity and its landscape quality.' 'To ensure that the development densities are consistent with the landscape character of the area.'7

'To ensure that new development responds to established landscape character and built
form in terms of building height, scale and siting.' 'To ensure that new development responds to physical constraints that result from unstable sea cliffs and soils associated with Selwyn Fault.'
