How are Rates calculated?

Council rates are a property-based tax. The rates that Council has adopted (rate in the dollar), is applied to the value of the property you own.

All properties within Frankston City Council are revalued every two years as per the Valuation of Land Act 1960 requirements.

An increase in property values does not cause a rate rise; the Council Budget process determines the rate in the dollar, which is applied to the property Capital Improved Value of the property.

Rates Calculation

Frankston City Council uses the Capital Improved Value (CIV) method to determine your rates, which is basically the market value of the land and improvements, excluding the added value of chattels, fixtures and fittings.

The Capital Improved Value of your property is multiplied by the rate in the dollar set by the Council each year.

For the period 1 July 2011 to 30 June 2012 the rate is 0.2772 cents in the dollar of CIV. GST is not applied to rates.

The following is an example calculation:

  • For a house valued at $300,000
  • The General Rate = $300,000 x 0.002772 = $831.60 (does not include additional charges)

Additional charges

Municipal Charge

This charge has been set at $120.65 for the current year and is a flat charge not based on the value of property. It helps to cover administration costs of Council and as all properties are levied equally with this charge, it has the effect of reducing the differences in rates based purely on valuation and incorporates the philosophy that some benefits apply to all ratepayers, irrespective of the value of their property.

Service Charges

A Waste Management Charge, for domestic properties, has been applied for the collections and disposal of waste, set at:

  • $192.40 for a 120L rubbish and a 240 litre recycling bin service
  • $153.15 for an 80L rubbish and a 240 litre recycling bin service
  • $107.00 for an optional garden waste bin collection service (green waste)

GST is not applied to residential bin charges - GST is only applied to Commercial / Industrial bin charges.
