The Frankston Youth Resource Centre and Mobile Youth Centre is a Council initiative, offering a broad range of services and programs for young people living in and around Frankston City.

The YRC offers many services including youth programs, youth counselling, youth doctor and youth health nurse, family support workers and many other educational and support programs.
Services include
- Information, assistance and referral on issues concerning young people such as income, employment, drugs and alcohol, education and accommodation.
- Internet access, laser printer, fax and phones are also available to young people at the Centre.
- Youth counsellor - offering counselling and support for young people and parents.
- Young parents support - Maternal and Child Health nurse and a midwife.
- Family Support Service - support, advice and education for parents in the home.
- Youth Health Service - staffed by local GP's and Community Health Nurses.
- FRESH -Youth music, entertainment and events.
- The Youth Activity Service (YAS) - school and after school holiday programs.
- WHAT? - Mobile Youth Centre -resources and support for young people and the community (Techno theatre, DVD's, games, music and internet).
