The Frankston City Municipal Early Years DRAFT Plan (MEYP) 2008-2013
This Frankston City Municipal Early Years Plan is a local area plan designed to provide strategic direction for the development, facilitation and co-ordination of educational, care and health programs, activities and other local developments that impact on children aged 0 - 12 years of age across the municipality over the next five years. This is Frankston City's second MEYP, and builds upon the great work that Council, local family and children's service providers and the local community have done over the past three (3) years in making the needs of families and their children a priority.

This second Frankston City MEYP enables Council to make informed decisions and maximise its resources, and serves as a basis for working in partnership with State Government and other key stakeholders on resourcing and policy issues. Frankston City Council will take the lead responsibility for the implementation of the Municipal Early Years Plan in collaboration with the community and local service providers, and the Frankston Early Years Partnership will act as the reference group to guide it's implementation.

This MEYP has identified a range of key opportunities including;

  • Implementation of an integrated family and children's services hub
  • Major Strategic Family and Children's Services Infrastructure Review in response to new State and Federal Government policy directions
  • Increase opportunities for children to be active and healthy
  • Frankston City to become a UNICEF Child Friendly City
  • Active promotion of the value of early childhood education
  • Increased supports for families, particularly those most vulnerable
  • Increased community awareness of the importance of the early years and the significance of a parent/caregiver role in this key period
  • Strengthen the universal children's service system and enhance key transition stages
  • Establish Frankston City as a leading area for employment in the areas of child, youth, health and education and provide opportunities for professional development
  • Promote Frankston City as a positive place to live for families 
  • Conservation of natural resources for children and families
  • Ongoing provision of service information for families within Frankston City

The actions of the Municipal Early Years Plan will be delivered and evaluated in partnership with the Frankston Early Years Partnership, State and Federal Governments, children, families, and child and family service providers.
