Parking Infringements
When making a complaint to Council about a Parking Infringement it is important to remember that it must be lodged in writing. The person making the complaint should also be the one who was the driver at the time the fine was issued.
The complaint must state the Infringement Notice number, vehicle registration number, along with the name, address and phone number of the driver of the vehicle (at the time that the ticket was issued).
In addition, an explanation should be provided to clearly explain why a complaint is being lodged about the Parking Infringement. Other documentation can also be provided - such as a photocopy of valid permit, or purchased parking ticket.

Infringement Notices - Payment Plans
Under Section 46 of the Infringements Act 2005 persons who have been issued an infringement notice may apply to pay the penalty specified in the notice under a payment plan. The application must be in writing and made before the infringement is lodged with an infringements registrar (for enforcement by a Court). Review of Decision To Issue Infringement
The person named in an infringement notice, or a person acting on his or her behalf may apply to Frankston City Council to have the decision to issue the notice reviewed. An application must be in writing and should include full details and particulars and should be forwarded to:
