How Your Rates are Calculated

Council rates are a property-based tax. The rates that you pay are based on the value of the property you own. Frankston City Council uses the Capital Improved Value (CIV) method to determine your rates, which is basically the market value of the land and improvements, excluding the added value of chattels, fixtures and fittings.

The Capital Improved Value of your property is multiplied by the rate in the dollar set by the Council.

For the period 1 July 2009 to 30 June 2010 the rate is: 
0.2723 cents in the dollar of CIV.

The following is an example calculation:

For a house valued at $150,000:
The General Rate = $150,000 x 0.002723
=$408.45


Municipal Charge
This charge has been set at $106.25 for the current year and is a flat charge not based on the value of property. It helps to cover administration costs of Council and as all properties are levied equally with this charge, it has the effect of reducing the differences in rates based purely on valuation and incorporates the philosophy that some benefits apply to all ratepayers, irrespective of the value of their property.

Service Charge
A Waste Management Charge, which is required to be paid for all domestic properties, for the collection and disposal of waste, has been set at:

  • $169.50 for a 120L mobile bin service, or
  • $134.90 for an 80L mobile bin service
  • A charge of $94.20 will be levied on green waste collections for properties where owners elect to utilise this service.
