Who is responsible for our roads?
Frankston City has a road transport network of 710km, consisting of 670km of sealed roads and 40km of unmade roads. Frankston City Council has a program to treat and resurface selected sealed roads. VicRoads are the state road authority for freeways, highways and declared main roads such as Nepean Highway, Cranbourne Road and the Frankston Freeway.

The main roads are routinely patrolled to minimise immediate dangers to the traveling public. Frankston City Council's Road Patrol inspects bus routes at weekly and monthly intervals. Common problems such as potholes, blocked drainage pits and bent signs are repaired immediately.

Road Management Plan (RMP)
The RMP is Frankston City Council's proactive road hazard maintenance plan. The Road Management Act 2004 requires roads to be classified, inspected and potential hazards rectified. For example, bus routes are considered a high priority and attract a more frequent inspection and repair routine.

How the RMP works
Each year Frankston City Council reviews its RMP to ensure that it is compliant with current legislation and consistent with the changing needs of the community. Current budget allocation is approximately $7 million.

The community is invited to put forward proposals to modify the RMP. These proposals are reviewed by the Road Management Plan Task Force and updated accordingly.

FREQUENTLY ASKED QUESTIONS

1. Why does my street need to be resealed?
With time and use the wearing surface of the road deteriorates, making it dangerous, particularly in wet conditions. Cracks and potholes appear allowing water to enter the sub grade. Without treatment the road will eventually become unusable.

2. How often does my street need to be resealed?
This depends on a number of factors including the amount of traffic using the road. A pavement condition survey is carried out each year. The results of this survey determine which roads will be resealed.

3. How will I know when my street is about to be resealed?
You will be notified by letterbox drop before the planned reseal date. You may also see public advisory signs in your area.

4. Why can't you give me a definite time and date for work to be carried out?
Weather and other uncontrollable conditions have a great effect on the progress of work. We try to be as accurate as possible.

5. Why do we have different types of surface treatment?
The type of treatment used for each road is determined with regard to soil conditions, type and usage.

6. What happens before a reseal?
Some months prior to the main resealing work, Council officers or contractors will patch cracks and potholes in the road. A few weeks before the reseal, weeds growing in the road will be chipped out and/or poisoned. A few days before work in your street some trees may be trimmed to make room for large vehicles. You will be notified of the day and approximate time of works including road closures.

7. What happens during a reseal?
During the reseal works vehicle access to your property will be restricted for a short period of time. Short term safety signs (detour, delay time etc.) will be in place during the operation.

8. Why are there surplus, sticky, loose stones after the workers leave?
The new surface needs time to cool down and stabilise before surplus stones are swept off. Final sweeping usually takes place a few days after the reseal. Hot weather after the reseal may extend the 'sticky' period. The speed limit for all unsigned local roads is 50KPH - always drive to the conditions. When driving on a freshly sealed surface a slower speed will ensure that there is no asphalt or stone damage to the paintwork of your vehicle.
