Do I need a Planning Permit?
The following lists are not conclusive but are to be used as a guide only as Planning Controls can change from time to time.
The following proposals require Town Planning approval:
- Multi dwelling development (construction of more than one dwelling on a lot)
- Subdivision of land
- Construction of and industrial or commercial building
The following proposals may also require Town Planning approval:
- Changing the use of land/building
- Displaying an advertising sign
- Liquor Licensing
- Removal of native vegetation
- Starting a business
- Altering, demolishing, or painting a building
- Tree/vegetation removal
Even minor matters may require a Planning Permit so for further information you can contact Council's Town Planning department on 9784 1888.
Making an application
If a Planning Permit is required you will need to submit the following:
- A completed Frankston Application Form (Acrobat PDF file - 742 KB).
- A copy of the Certificate of Title for the property and any registered restrictive covenants.
- A Planning Application Fee
- A covering letter clearly outlining what you want the permit for, including an accurate estimate of the cost of the development, a brief description of the current use of the land and any buildings and your name, address and contact details.
- Plans (3 copies) including but not limited to - a site plan - shadow diagrams - elevations of streetscape (existing and proposed) - floor plans - elevations of proposal.
What Else Do I Have to Submit with my Application?
- Multi-dwelling developments call for more detailed information and a site context plan and design response may be required.
- If the application is for a particular use of a building, a floor plan is required which clearly labels each room and how it is to be used. Car parking provision and location should also be shown on the plan.
- If the application is for buildings and works, then elevations of the building will be required together with floor plans.
- When submitting plans, they should clearly identify areas of new and existing works. In some cases, it may also be necessary to provide a schedule of external materials including a proposed colour scheme.
- For an application that is only for use of the land, a summary of the proposal such as hours of operation, number of staff etc will be required with the application.
- Plans submitted with applications must show accurate dimensions and should be drawn to scale. (1:20 or 1:50)
- Specialist supporting information such as a Traffic Assessment, Aborist report, Economic Assessment etc. may also be required.
What happens when Council has all the Necessary Information?
Most applicants will need to be advertised and this is done in the form of a Notice of Application. The Notice of Application can consist of a notice on site, a mail out to all surrounding owners and occupiers, a notice in the newspaper or a combination of all three.
There is a fee associated with the advertising process, however the Council staff will notify you of the cost and type of advertising necessary. Council can undertake the notification on your behalf for a fee.
