Apply for a drone filming and photography permit

If you are conducting drone filming or photography within a public open space in the Frankston municipality, you may require a permit. You must all follow the conditions outlined in Council's Community Local Law 2020.

Areas where a permit is required

You will need to apply for a permit if your event will take place on Council owned or managed land within the municipality. This includes, but is not limited to: 

  • parks and reserves
  • foreshore
  • city centre or CAA
  • car parks
  • streets 
  • nature strips.

Note: If your filming includes standard cameras as well as a drone, you only need to apply for a standard filming and photography permit.

Step 1.Prepare your application

Your application must include:

  • copy of the Remote Pilot License (RePL) of all drone operators
  • copy of the RPA operator’s Certificate (ReOC)
  • copy of the operator’s public liability insurance (minimum $20 million cover)
  • map of the flight path, noting the operators location and drone launching site
  • risk management plan, including risks specific to the location
  • copy of permission from the landowner (if the drone is flying over private land as well as Council owned or managed land).

We will contact you to notify you of the outcome of your application. 

Your application should be submitted no later than 30 days before the scheduled activity to allow time for any follow up questions or requests.
Applications submitted 7 days or sooner to the activity commencing will be subject to a late fee.
