All candidates campaigning during the 2024 council elections must adhere to the Frankston City Council Election Period Policy.

This document outlines what can and cannot be done during election period as required under the Local Government Act 2020
Election Campaign Donation Returns
Under the Local Government Act 2020, every candidate is required to submit an election campaign donation return which records whether they did or didn’t receive any donations, gifts or in-kind support for their election campaign.
Donation return forms were included in the candidate information packs distributed by the Victorian Electoral Commission. If you need another form, you can Download a copy of the Campaign Donation Return form.
Forms must be completed and submitted to Council’s CEO within 40 days of election day, by 11:59pm on Thursday, 5 December 2024.
You can submit your return in any of the following ways:
- By email to returns@frankston.vic.gov.au;
- By post to Frankston City Council, PO Box 490, Frankston VIC 3199; or
- In person at the Civic Centre, 30 Davey Street, Frankston.
Even if you are not elected and/or you received no donations, you must still submit a return.

New Ward Structure
From the next Frankston City Council general election, Frankston City will transition to a single-councillor ward electoral structure, with nine wards replacing the current three wards. Learn more here.
Election complaints
If you have a complaint about election delivery, the Victorian Electoral Commission are responsible for responding to breaches of the Electoral Act. Visit https://www.vec.vic.gov.au/about-us/complaints for more information.
If you have a complaint about candidate conduct, the Local Government Inspectorate is responsible for enforcing these rules and investigating breaches. Visit https://www.lgi.vic.gov.au/local-government-elections-2024 for more information.
Election Signage
During the election period it is essential for Council to monitor election signage.
Clarity on permissible election signs and campaign activities at Council events is provided in Council’s Election Signs and Events Policy.

The document covers the following election signs on private and public land and conduct at Council events.
Election signs on private land must be removed within 14 days of election day (by Saturday, 9 November 2024).

Reporting of election signage issues
Should you have any election signage compliance concerns, you may report these to Council by phone on 1300 322 322 or use the Snap Send Solve app.
Community survey results
Each year, an independent research agency conducts face-to-face interviews with 800 residents across the municipality to determine the overall satisfaction with Frankston City’s performance.
