Frankston Activity Centre Mayoral Statement

Following the statement from Victorian Premier, the Hon Jacinta Allan MP, on Sunday, 23 February, Frankston City Council is very pleased to see the State Government progressing their work with the first 10 Pilot Activity Centres (including Frankston City). This initiative will play a key role in delivering 60,000 homes in suburban areas by 2051.
Frankston City Council now looks forward to the final piece – the approval of the Frankston Metropolitan Activity Centre (FMAC) Structure Plan, which is expected shortly, with the Department of Transport and Planning announcing that its Frankston Activity Centre Plan aligns with Council’s Frankston Metropolitan Activity Centre Structure Plan.
This recent announcement will see the introduction of a Catchment Area surrounding the FMAC boundary. More homes at a higher density, and with building heights of between 3 and 6 storeys, will be able to be constructed within this Catchment Area. The Catchment Area is within good walking distance of the Frankston Railway Station and buses.
For 20 years the heart of Frankston City Centre has been without a tailored planning framework or detailed guidance. Our Structure Plan provides a very clear strategic vision for the City Centre focusing on land use, housing, built form, employment, streetscapes, open spaces, and transportation options within the area; essentially outlining how the city center will grow and change over the next two decades. It brings with it greater community clarity, increased investor confidence and reasonable safety controls to stop over and inappropriate development.
The State Government has also recognised the hard work Frankston City Council has done over the past three years in engaging with the community to develop the Structure Plan, highlighting Council's commitment to involving our community in shaping Frankston’s future.
And now as we move forward, we will be able to support the delivery of a significant number of new homes for the municipality of Frankston, in line with the State Government’s proposed Plan for Victoria and draft housing targets.
We are already witnessing change in our City with the demand for different types of housing, the success of Urban DC’s recent Horizon and Harbour apartment complexes is just the beginning for Frankston City.
The FMAC structure plan was considered by an independent Planning Panel prior to Council endorsement in December 2024. Council now awaits the forthcoming announcement on the endorsed FMAC strategy.
This week’s announcement is testament to the work that has been done by Council and officers over a number of years. It also signifies that it is time for Frankston City get down to business.
