Outdoor dining a ‘Major’ success at Rosie’s Kitchen Pantry

Rosie’s Kitchen Pantry is one of the first hospitality venues in Frankston City to expand outdoors through the Council’s Extended Outdoor Dining Program.

Deputy Mayor Nathan Conroy said Council officers worked closely with Pantry proprietor Rosie Major to understand the needs of her Frankston South business and identify the options for expansion.

“Council officers then developed a site activation plan and facilitated the permit process. Our officers identified the best option to meet social distancing and safety requirements with the creation an outside dining area,” Cr Conroy said.

“The existing six car parks were repositioned and this made room for an outdoor dining space.”

Council supported outdoor dining at Rosie’s Kitchen Pantry by installing concrete safety barriers between the road and outside dining area and added colour to the barriers and dining parklet bays to make the space welcoming and enhance the experience for customers and Pantry staff.

Cr Conroy added that the creation of the parklets is being funded through a State Government grant to Frankston City Council of $500,000.

Council officers have worked with hospitality businesses across the municipality to implement parklets and expanded outdoor dining spaces, which will be in place until June 2021 and then be reviewed by Council.

Pantry proprietor Rosie Major said she was thankful for the Council’s support to extend outdoor dining and allow increased patronage in line with current government COVID-safe guidelines.  

“While business remained somewhat steady throughout lockdown through takeaways, since the creation of the outdoor dining customers have been coming back in droves, which is great for business. We have also been able to put on more staff.

“There is a new sense of hope in the community and I feel neighbourhood businesses like mine have an important role to play in nurturing this. Our cafe provides a welcoming place for friends and family to sit, relax and connect over a coffee and some delicious locally made food,” Ms Major said.

She added: “I absolutely love the bright colours the Council have painted the safety barriers. They really enhance the vibe and fun atmosphere we strive to deliver to our customers every day.”
