Council supports residential development at Pagett Road, Carrum Downs

A major residential development in Carrum Downs unanimously approved by Frankston City Councillors will provide a huge economic boost and affordable housing options for homebuyers.

At a recent Council Meeting, Councillors approved a planning application for 135 residential dwellings to be developed on Pagett Road, Carrum Downs.

During their discussions, Councillors noted that development will increase housing availability and affordability, with two, three and four bedroom properties on offer.

Mayor Kris Bolam said the $86 million development will generate a significant economic boost to Frankston City. It is anticipated that the development will generate an additional $42 million in indirect benefits (supply chain and local consumption benefits), as well as create an estimated 193 jobs. It is expected that more than 400 people will live at the development on completion.

Mayor Bolam said housing affordability is a serious issue and the Carrum Downs development will provide more affordable options for younger residents, particularly for first home buyers, who wish to remain living in Frankston City.

North East Ward Cr David Asker noted that as part of this development approval, Council negotiated a significant increase in the amount of open space provided by the developer, with the existing Council reserve (Clifton Grove Reserve), to be expanded by approximately 2700 square metres.

North East Ward Cr Suzette Tayler said: “I am happy to see a development like this in Frankston offering more locals the opportunity to remain within the community they know and love.”

The State Member for Frankston, Paul Edbrooke MP, said: “With housing such a prominent issue for all levels of government, I support Frankston Council’s decision to approve residential developments which as well as providing an increase in affordable housing stock, will provide a significant post COVID-19 economic boost in our municipality.”

Mayor Bolam said that Frankston is on the move with investors catching on to Frankston City’s remarkable potential and investor confidence reflected in major projects across the municipality in the City centre and surrounding suburbs.

The $82 million Horizon development is expected to be completed in mid-2023 with the quality project anticipated to prove a catalyst by generating developer interest in similar developments.

The Mayor added that Frankston City is open for appropriate development which will encourage more people to live, work, shop and play locally.

“We are poised to build Frankston’s future through advancing impressive, City shaping projects like these ones, which will boost our economy by creating jobs, housing, workplaces and infrastructure for the community,” Mayor Bolam said.

On top of the private investments, Council’s 2021-22 Budget includes a $64.89 million infrastructure spend.

The Pagett Road development will deliver a mix of single and double storey dwellings – and mostly single storey along the perimeter, to reduce the impact on neighbouring properties.

The development proposal also incorporates a pocket park, which will service pedestrian access to the area. This project will be carried out in various stages over the next six years.

Mainline Developments Director Daryl Henwood, whose Carrum Downs firm is behind the Clifton Rise project, said it will create hundreds of jobs over the course of the development.

Mr Henwood said the development will include two and three bedroom single storey villas, two bedroom double storey townhouses, two and three bedroom plus study townhouses, and three and four bedroom house and land packages.

Property prices will start at $520,000 and work is scheduled to start on the development later this year.

“The development caters for range of homeowners from first home buyers and downsizers to families looking for a three to four bedroom home,” Mr Henwood said.

A separate permit has also been issued for the $46.4 million Sandford housing estate on Brunnings Road, Carrum Downs. This development will include the construction of 162, two and three storey homes and work is expected to be completed in 2024.

It is expected that more than 400 people will live at the Sandford housing estate on completion. The project will generate an additional $59 million in indirect benefits (supply chain and local consumption benefits), as well as create an estimated 270 jobs.
