Win for community sports with construction of Jubilee Park Stadium

Construction of the new Jubilee Park Stadium will kick off next month with local community sport groups the winners.
Frankston City Council Mayor Kris Bolam said Jubilee Park Stadium is a priority project designed to meet the needs of the community now and into the future.
Mayor Bolam said: “Construction of the Jubilee Park Stadium has been awarded to Lloyd Group Pty Ltd and this exciting project will start to take shape soon.
“Whether you’re a netballer, basketballer, cricketer or are a local looking for a new cafe, Jubilee Park Stadium will be a great local asset allowing more people to get involved in sport, stay healthy and enjoy what’s on offer in the local area.
“We’re building Frankston’s future by investing in infrastructure that brings people together and provides a place for all our community to participate in sport for generations to come,” Mayor Bolam said.
The Stadium project has been made possible due to investment from Frankston City Council ($20.56 million), the Victorian Government ($10 million) and the Federal Government ($4.56 million) and Cricket Victoria ($200,000).
Mayor Bolam said: “Construction of the stadium will deliver an important economic boost for Frankston City. The build phase alone will boost economic activity, contributing around $40 million to the local economy.
“The Jubilee Park works will transform the site into a hub for regional cricket, AFL and netball and complement the many other projects that will create a beautiful, well-connected parkland,” Mayor Bolam added.
The new stadium will feature six multipurpose indoor courts, including a 1000 seat show court, elite training facilities, female-friendly change rooms and a creche for players and spectators.
The facility will also host a cafe, community meeting and function rooms and four indoor cricket training nets as well as facilities to service the adjoining sports oval. Stadium construction works are scheduled to commence from mid November 2021 with completion due by June 2023.
The stadium upgrade will enable Frankston City to host major regional netball and basketball events and welcome more players. In particular, it will enable a major increase in female participation in sport.
The State Member for Frankston, Paul Edbrooke MP, said: “I’m very proud to work with Frankston City Council to deliver yet another amazing local project. Our community have asked for this redevelopment for years so I’m ecstatic that we have reached the next stage of this amazing project, which will deliver much needed facilities for our future sport champions.”
The Federal Member for Dunkley, Peta Murphy, said: “I am proud and excited to be part of transforming Jubilee Park into a Centre of Excellence for women in sport and a sporting and recreation hub for our entire community.”
Senator for Victoria, Jane Hume, welcomed the decision of Frankston Council to award a contract for the construction of Jubilee Park Stadium.
“It is terrific to have a contract awarded for the construction of Jubilee Park Stadium. This decision moves this project one step closer from funding to reality. This investment in local sporting infrastructure will be of benefit to the whole community, supporting physical and mental health in Frankston,” Senator Hume said.

Mayor Bolam said: “A holistic approach has been taken to upgrading Jubilee Park to improve the area for all park users, as well as the sporting community and visitors. A range of upgrades have already been completed at Jubilee Park, including redevelopment of 13 outdoor netball courts, upgraded lighting for football night games and training, new cricket nets and a new play space.
“A $3 million upgrade of the Kevin Collopy Pavilion at Jubilee Park is also well underway. This important project will cater for growing participation in football, cricket and netball and is due to start late this year and is expected to be completed in December, 2022,” Mayor Bolam said.
Construction of a third football oval, an upgrade of the John Coburn Oval flood lights, a Hill Street realignment and car park works, new pathways and vegetation works are scheduled to follow.
Cam Arullanantham, Director Infrastructure and Operations Frankston City Council said: “We have worked to ensure the updates to Jubilee Park deliver ecological benefits and enhance the natural environment. We listened to residents’ concerns and adopted feedback in the updated plans as much as possible.”
A minimum of 100 canopy trees in two metre advanced height will be planted within the carpark and building precinct along with 700 indigenous trees across Jubilee Park. A vegetation management plan has been developed to improve the condition of the remnant indigenous vegetation with habitat values maintained and weeds reduced.
Mr Arullanantham added: “We are committed to working directly with the community to minimise the impact of the upgrade works on the park precinct and surrounding areas as much as possible during construction.”
The new carpark at Jubilee Park Stadium will provide 319 car parking spaces, including six disabled car parking spaces and four short-term drop-off spaces. When combined with the existing and new carpark near the Kevin Collopy Pavilion, this will provide a total of 437 formal car parking spaces within Jubilee Park. Two existing informal car parking areas will remain that can cater for up to 122 cars.
