Frankston’s city centre is changing – have your say

As Frankston emerges from COVID-19 lockdown, the city centre is ripe for revitalisation.
To provide a framework to guide the future use and development of Frankston’s city centre, Council is seeking community feedback and input on the future of Frankston’s CBD.
Mayor Nathan Conroy said:
“Following the pandemic, there is increased interest in the decentralisation of services and offices from Melbourne’s CBD to cities like Frankston.
“So we can reap the benefits of this shift, we must develop a long-term plan and vision for how we want the centre of Frankston to look, feel and function,”
“This emerging ideas paper is the first step in the conversation with the community about their vision for Frankston’s city centre.
“This is long term, big picture thinking – how do you want your city to look 20 years from now? Do we want more green open space in the city centre for people to gather and spend time? Where do we want to concentrate development and what does that development look like? How do we guide changes around the Nepean Highway and Kananook Creek Boulevard in a sensitive way?
“The point of these big picture plans is to ensure Frankston is socially and economically strong, environmentally resilient and ready for whatever the future brings – the world is changing rapidly so we need to do this groundwork now to ensure we have the very best foundations in place so Frankston can thrive and prosper, and we need the community’s input.
“Following this initial round of consultation, Council will take feedback into account before developing a draft Structure Plan which will go out for a further round of consultation, before a final structure plan is prepared and then presented to Council for adoption. Once it is adopted, the Structure Plan will go through the planning scheme amendment process to be approved by the Victorian Government’s Minister for Planning,” explained the Mayor.
Key themes addressed in the Emerging Ideas paper for Frankston’s city centre include:
- More parks, plazas and gathering places
- Diverse housing
- Strengthening Frankston’s arts, entertainment and culture
- Strengthening built form character including defined building heights in key locations, preserving important view lines and minimising overshadowing in key locations
- People focused streets with an emphasis on pedestrian access
- A thriving Kananook Creek promenade
- The transformation of Nepean Highway into an iconic boulevard
- The creation of a safe and convenient cycling network
- Increased use of the ring road to reduce traffic on civic centre streets
- Car parking that is easy to locate and access
- Enhanced public transport
