Apply for a skip bin / container permit

You will need a skip bin / container permit to place an item on a nature strip or road within the Frankston municipality.

We recommend that you contact a local skip bin or container rental company before applying, as these companies will normally arrange any permits required.

You must submit your application to Council at least 48 hours prior to placing your skip bin or shipping container.

Note: containers can’t be placed on a nature strip.

Step 1.Prepare your application

Your application must include:

  •  Certificate of Currency (Public Liability Insurance). Cover must be current for the date/s requested to conduct the activity and show cover to the value of or greater than $20 million.
  • Site Plan 1:100 (required for shipping containers only). Please note that a Traffic Management Plan (TMP) may also be required. Please see the application form for additional details.

Send your completed form and supporting documents to:

Step 4.What happens next?

Once the application is approved we will send you an invoice by email and, upon payment, the permit will be issued.
