Tender Information

In considering submissions, Council will act ethically and fairly and will fully comply with the law.

Council has recently reviewed the Procurement Policy and Procedures. In selecting suppliers of goods and services, Council will consider the following:

  • Quality
  • Any contribution to the local economy
  • The creation of jobs and environmental sustainability
  • Fair and competitive pricing

While price is always important, the consideration of all of these factors under a Best Value assessment means that the lowest monetary offer may not always be accepted.

Frankston City Council has elected to use an electronic system to:

  • Register and manage its 'Requests for Tender' (RFT)
  • Expressions of Interest (EOI)
  • Some Requests for Quotation (RFQ).

Note: Submissions cannot be accessed and reviewed before the closing date and time under any circumstances.

Councils RFT, EOI and RFQ documents are free to view and download.

To apply for any of the Tenders listed, it’s important to register your details.

Frankston City Council use general conditions of contract for the supply of goods and services. The RFT, EOI and RFQ will either include a copy of the terms and conditions or clearly state the Standard General Conditions of Contract.

Addendums

  • Send out to all current registered prospective contractors
  • Post Addendum(s) on internet site

Lodgement Emails

Email tenders as per detailed in Part A of tender documentation. Faxed or hard printed copies submitted to Council officers or Council sites will not be accepted.

File transfers still in progress at the exact closing time Will Not be accepted.

Frankston City Council is under no obligation to accept and/or consider late responses.

You must lodge the Tender Offer and supporting material in the Electronic Tender Box by the Closing Date and Time only.

Probity

Council is committed to fairness in all its dealings with tenderers. It is possible that people involved in contracting processes may become aware of, or have information indicating corrupt, fraudulent or unfair activity in relation to tendering or contract processes. In these circumstances, please contact Council’s Protective Disclosure Coordinator on (Telephone 9784 1709 and ask to speak to the Protective Disclosure Coordinator).

Alternatively any such matters can be reported to the Independent Broad-based Anti-corruption Commission (IBAC). IBAC is an independent body responsible for investigations into corruption, improper conduct and detrimental action of Government employees and officials. Reports can be made to IBAC confidentially by phone 1300 735 135 or online www.ibac.vic.gov.au
