Apply for an excess animal permit

If you intend to keep multiple pets or birds at your home, you may need an excess animal permit. This permit can be cancelled if you no longer meet the permit conditions.

Step 1.Before you apply

Make sure that you have registered all cats and dogs included in your application before applying. 

Step 2.Prepare your application

Download and complete the Application for: Excess Animal Permit.(PDF, 945KB)  

Step 3.Submit your application

Please email the completed application form to info@frankston.vic.gov.au 

Step 4.What happens next?

We will contact you to pay the relevant fee. A Council Officer may need to: 

  • inspect your property to make sure it is suitable 
  • consult with your neighbours. 

You will be notified by Council if your application is successful.

You can pay the relevant fee by cash, cheque, money order, EFTPOS or Credit Card (Visa, Mastercard or Amex) in person.

Step 4.What happens next?

We will contact you to inspect your property to make sure it is suitable. We may also consult with your neighbours.
