Long Term Infrastructure Plan

Frankston City Council’s Long Term Infrastructure Plan 2023-2033(PDF, 12MB) (LTIP) is our 10-year Plan for Building Frankston’s Future. It guides Council and shapes Frankston City’s future in line with our Community Vision and Council Plan. 

Council recognises the need for transparency and accountability to ensure excellence in Frankston’s infrastructure management and planning activities, with the objective of this LTIP seeking to achieve this.

Our integrated planning approach ensures there is a pipeline of projects identified in the LTIP to deliver service outcomes that meet the community’s needs. 

While this is a 10-year Plan, Council is also managing the immediate and longer-term impacts the Covid-19 pandemic has had on the construction industry and the LTIP. 

Despite this, Council is committed to delivering the best it possibly can for our community, with an exciting $79.24 million Capital Works Program planned for the 2023/24 financial year, including significant investment into the renewal and replacement of our existing infrastructure, to safeguard its future use.

The LTIP represents significant investment in our open spaces, streetscapes, sports and recreational infrastructure. Council has commenced planning on a number of major projects in the LTIP, including the Frankston Basketball & Gymnastics Centre, improvements to Sandfield Reserve, Frankston Arts Trail and a number of Kindergarten Reform projects, after receiving funding commitments from state and federal governments.

Other major projects currently being delivered include: 

  • Recreation improvements including the Jubilee Park Indoor Multipurpose Netball Complex and Kevin Collopy Pavilion, and other facilities at Eric Bell Reserve, Lloyd Park and Ballam Park Athletics;
  • Open space, public realm and streetscapes improvements including Ballam Park Lake, a new district level playground and open space improvements at Sandfield Reserve, the Frankston Arts Trail, Seaford Wetlands improvements; and
  • Community facility upgrades including Riviera and Baden Powell Kindergarten redevelopments, new Child & Family Centres in Seaford and Langwarrin, and Langwarrin Community Centre.

and many others that will deliver vital services and infrastructure needs to the community. 

With a renewed funding strategy deployed in this LTIP, it is important for Council to now pivot its expenditure to smaller scale projects, including a focus on renewal and upgrade of existing assets and city beautification.
