Submit a certificate of barrier compliance (Form 23)

The Victorian Government introduced new safety laws for pools and spas in December 2019. If you are the owner of a property with a pool or spa, you must:

register your pool or spa
lodge a certificate of barrier compliance
have your safety barrier inspected and certified every four years.

If your pool or spa was built after 1 November 2020, your building surveyor will issue a certificate of barrier compliance as part of the building permit process. You will need to lodge this with your registration within 30 days of the occupancy permit or certificate of final inspection being issued.

If your pool or spa was built before 1 November 2020, you still need to register. Once you have registered, we will provide you with a due date to lodge your certificate of compliance.

Step 1.Check your requirements

Depending on when your pool or spa was built, you may need to lodge the certificate of compliance with your registration. Visit our safety laws for pools and spas page for more information.

It is the responsibility of the property owner to ensure pool or spa barriers comply with safety laws. If you are a tenant, contact your property manager directly.

Step 2.Prepare your application

Your application must include:

property details
building surveyor or building inspector registration details
date of inspection
date of construction
type of swimming pool or spa
any works that were required to ensure the barrier is compliant.
A credit or debit card to pay the application fee. Note: we are unable to accept an Amex or Diners card online.
