Street Lighting Bulk Changeover Project - LED Street Light Upgrades

As a part of the Street Lighting Bulk Changeover Project, Frankston City Council will be replacing around 1,317 non-energy efficient lights (mix of High-Pressure Sodium (HPS), Mercury Vapour (MV) & T5 lights) on residential streets across the municipality with LEDs. These lights are roughly 60% more energy efficient, perform better, and last longer than the existing lights.

This project was identified by the Council as a way to significantly reduce greenhouse gas emissions, energy usage, and costs. This is an important project supporting the Council’s climate emergency response and goal to be carbon neutral (net zero emissions) by 2025. In addition, the LED lights will lead to better lighting outcomes for the municipality. The new lights will provide better lighting outcomes through:

  • Greater uniformity of light across and along the street
  • Better colour rendering and visibility
  • Less depreciation of the light output over time
  • Less glare and light pollution
  • Greater reliability
  • Lower maintenance costs

This project will save energy and costs and reduce greenhouse gas emissions. It will save around 1,766 tonnes of greenhouse emissions between now and 2040 (equivalent to removing 25 cars each year for the next 20 years) and achieve energy and maintenance cost savings of around $4.4 million over the life of the assets (about 20 years). The LED lights will comply with Australian Standards for lighting.

Schedule

Works are scheduled to commence on Tuesday 26 November 2024 and will be completed by March 2025.

Work Hours

Works will be undertaken Monday - Friday between 7 AM - 5 PM with night works scheduled for roads with higher traffic volume in commercial areas.

Disruptions and Traffic Management

Minor disruptions are to be expected for local residents including noise when machinery is being operated and minor delays when passing through the works zone. Traffic and Pedestrian Management will be in place for the entire duration of work to maintain public safety, direct traffic safely, and facilitate access to properties where required.
