Seaford Child, Youth & Family Centre Upgrade and Expansion

Seaford families will soon benefit from more kindergarten places and improved access to maternal and child health (MCH), immunisations, and youth services close to home, thanks to a partnership between Frankston City Council and the Victorian Government.
The new $6 million Seaford Child, Youth and Family Centre will be constructed on the existing site on Railway Parade/McRae Street and will feature:
- Two kindergarten rooms (previously one) for up to 66 sessional places
- Two maternal and child health consultation rooms and an additional allied health consultation room.
- A ‘Youth Hang-out’ room for young people aged 12-24 years to grab a snack, chat with the youth team, play cards, board games, video games, create art and more (replacing the one currently on site).
- A new outdoor yard designed by a landscape architect, with plenty of shade for children to play under.
- A community room suitable for delivering parent education programs and playgroups.
- Additional and formalised car parking in the vacant site/informal car park next to the existing building on Railway Parade.
The new centre is expected to be complete by late October 2025 and all services will resume from the new building in early 2025.
The project is funded through a Building Blocks Partnership Agreement with the Victorian Government and Frankston City Council which is designed to provide additional kindergarten places for children in Frankston City.
New facilities are also under construction in Langwarrin, and upgraded centres were completed at Riviera Kindergarten (Seaford) and Baden Powell (Frankson South) this year as part of the partnership.
The current Seaford Kindergarten is licenced for 29 places, and upon completion, its capacity will increase to 66 licenced places. This is in addition to the 73 places recently added at Riviera Kindergarten, also in Seaford. This means in total 110 new kindergarten places for Seaford families by early 2026.
Construction impacts
The site will be closed to the public once the 2024 kindergarten year ends.
Services will temporarily operate at alternate sites during 2025:
- Kindergarten will move to Kananook Kindergarten
- MCH will relocate to Riviera Kindergarten
- Immunisation sessions will be held at the Healthy Futures Hub
- Youth Services will be based in the Seaford Community Centre
While every effort will be made to minimise impacts, nearby residents should expect some noise, dust, and construction traffic, like most building sites.
Community engagement:
Community engagement on the new Seaford Child, Youth and Family Centre was undertaken in late 2023 and included an online survey, email campaign, and letter, postcards, and signage in the local area. Interested residents also participated in a workshop where the results of community engagement were prioritised to inform a design brief for the architect.
The priorities identified during engagement, and which have been incorporated into the design include:
- A well-sized play area, with plenty of shade
- Native and indigenous plants that are easy to maintain
- Single-storey building
- Better off-street parking
- A modern building design that reflects and complements the local area, with limited bright colours
- A mix of building materials, including natural materials
- Sustainable design features (including energy efficiency design, solar PV systems, appliance electrification) and bike racks to support active transport
- An inviting and accessible entrance
- Improved fencing
