Footpath Trading and Parklet Permit

A permit is required to place tables, chairs, signs or goods on the footpath as part of your hospitality or retail operations.

Frankston City Council supports footpath trading for local businesses as it supports economic outcomes and adds to the atmosphere of our shopping and dining precincts. However, Council also needs to keep people who use footpaths safe.

Step 1.Prepare your application

Your application must include: 

  • Business details and location
  • Applicant contact details
  • Proposed design layout including trading furniture or signage
  • Site plan
  • Certificate of Public Liability Insurance with minimum of $10M cover for A -frames and $20M cover for outdoor dining, display of goods and Parklets and noting Frankston City Council as an interested party
  • Written neighbouring property consent, if applicable. 

Step 2.Submit your application

Please have a Visa or Mastercard credit/debit card ready to pay the non-refundable application fee (Amex/Diners cards not accepted online).

Step 3.What happens next?

  • Council officers conduct a site visit to review the proposed trading area, if required
  • Council officers conduct a pedestrian and traffic safety assessment, if required*
  • Assessment of application completed by Council officers.
  • Receive notice of conditional approval and annual permit fee invoice.
  • Pay permit fee invoice.
  • Successful applicants will receive a Footpath Trading and/or Parklet permit which must be displayed clearly in the window of the permitted business premise at all times.
  • Permit conditions must be adhered to at all times.
