Apply for a street performance permit

You will need a street performance permit if you intend to engage in busking activities in Frankston City, such as:

  • playing a musical instrument
  • singing
  • giving a recital
  • creating art or performing. 

Street performers are required to:

Public Liability Insurance (PLI)

Street Performers are required to hold their own public liability insurance for the life of the permit (twelve months) and supply a certificate of currency as part of the application process. Absence of appropriate coverage may expose them to personal liability. In the instances where a street performer does not hold public liability insurance, coverage will be provided under a separate general liability policy taken out on behalf of hirers of Council owned or controlled facilities, participants of Council run or Council approved events or programs or permit holders.  A fee of $15.00 will be incurred. Please contact Frankston City Council on 1300 322 322 for a copy of the Public Liability Insurance Policy document for coverage details of inclusions and exclusions.

  • a certified copy of photo identification including the applicants name and current address  
  • 3-4 digital files (for assessment criteria please see Street Performance Permit Conditions), such as:
    • links to your music, performance or visual files
    • links to YouTube
    • links to your website
    • links to videos appropriate to your art form
    • other suitable digital files
    • Current copy of your PLI Certificate of Currency
  • any other supporting documentation that may benefit your application, such as testimonials from previous street performances
  • evidence of developed and varied repertoire (for assessment criteria please see Street Performance Code of Conduct and Permit Conditions(PDF, 963KB) )

Step 3.Submit your application

Send your completed forms and supporting documents to:

We will notify you of the outcome of your application within 21 business days.
