Carrum Downs Recreation Reserve Improvements

Project overview

Carrum Downs Recreation Reserve car parking and toilet construction and traffic improvements

Nov 2023- June 2024

Project cost: Over $3M

Carrum Downs Recreation Reserve users will soon benefit from 149 new, formalised car parking spaces, new public toilets close to the play space, improved pedestrian access, traffic flow and public lighting.

The upgrades follow the opening of the $1.3M multi-purpose tennis and netball courts in August 2023 and the $1.5million district play space and associated amenities in December 2022.

Carpark and traffic improvements

The $2.35 million car park and upgrades along Wedge Road will improve access to the new play space on the western side of the reserve and provide a continuous internal road between all new and existing parking areas, improving traffic flow and access around the reserve.

Traffic improvements will include:

  • New roundabout at Herbert Road/Wedge Road intersection
  • Raised pedestrian crossings along Wedge Road to improve pedestrian safety
  • Pathway connections within the reserve
  • Car park lighting to improve safety
  • Landscaping – more than 60 trees will be planted on site

Of the 149 car spaces, six (6) will be DDA compliant.

The car park is funded by the Australian Government through the Local Roads and Community Infrastructure Fund in partnership with Council.

Construction impacts

Work hours are 7am – 4pm weekdays.

Works will be staged to minimise impacts on park users and the community as much as possible, with carpark works starting first, followed by the traffic and pedestrian improvements next year.

As the new car park will be constructed in areas currently used as informal overflow parking, and access to the tennis club car park will be closed during works, park users are advised to seek alternative parking options on site and in nearby streets and to allow extra travel and parking time during competition dates.

For park user safety, access to the play space will also be reduced during works. Please use the existing asphalt path via the pavilion or cross through the oval to access the play space.

Traffic management signage and staff will be in place during the works – please follow directions at all times.

Once the car park is complete and open and works begin on the Wedge Road traffic improvements these will be some changes to reserve access – these will be clearly marked.

Due to the nature of the works, park users should expect some dust and noise during the works.

Environment

The car park design has been amended to conserve and protect existing vegetation.

Forty-three (43) non-indigenous trees (many of which have poor health and structure) will be removed and replaced with 60 new indigenous trees, plus shrubs, ground covers and grasses.

All species selected are sympathetic to the site and will enhance the landscape character of the reserve.

Toilets

A new four cubicle public toilet will be constructed near the new play space at Carrum Downs Recreation Reserve.

The facilities will be fully accessible.

Construction is due to begin in February and be complete by June 2024, coinciding with the car park completion.

The toilets are fully funded by Council.
