Apply for a parks crossing permit

If you wish to access private property via council owned or managed land, or you are intending on completing works on your boundary fence you may be required to obtain a Park Crossing Permit.

Park Crossing Permits can be used for works such as:

  • Installing a pool
  • Landscaping
  • Erecting or replacing a boundary fence
  • Renovations

Park Crossing Permits will be granted on a site by site basis based on the sites accessibility and vegetation sensitivity, if it is determined the site is not viable for access the Permit will not be granted and an alternative solutions must be sort by the applicant.

Step 1.Prepare your application

Your application must include:

  • your contact details
  • property address
  • details of proposed works
  • details of Council asset/s to be crossed
  • a copy of approved building or planning permits.

Download and complete the Parks Crossing Permit application(PDF, 316KB)  form.

Step 3.Submit your application

Send your completed form and supporting documents to:

info@frankston.vic.gov.au

Step 4.What happens next?

We will contact you to pay the fee.

We will process your application within 14 business days. Building work must not commence until your permit has been issued. 

The permit must be displayed on site at all times during the project. 

A Council officer will conduct a site inspection before and after works. You will need to notify us when works are complete so that a Council Officer can inspect the site to ensure reinstatement works are completed to a satisfactory standard.
