Overview

Kananook Carpark - May 2024

Council is partnering with the Australian Government to deliver a new multi-level commuter car park on Council-owned land adjacent to Kananook Railway Station and the Frankston Basketball Stadium.

Throughout 2021 Council developed a suitable opportunity with a $22 million Australian Government funding commitment that will see over 300 commuter car spaces delivered on Council-owned land in 2024.

Amongst the clear benefits to commuters across the Frankston City and Mornington Peninsula regions, the project will create 111 jobs providing over $8.9 million in wages and salaries, delivering $53.464 million in economic output while boosting the local economy by $17.295 million.

Located within close proximity to major arterial roads, pedestrian and cycling facilities, residential housing, a commercial precinct and catering to nearby recreation users, the Kananook Commuter Car Park includes:

  • Dedicated bicycle parking within a safe and welcoming lobby area.
  • Clear and safe vehicle and pedestrian access points.
  • Intersection upgrade to improve road user and pedestrian safety and traffic flow.
  • More accessible rail transport options.
  • Clear and safe vehicle and pedestrian access points.
  • Pathway connection improvements including landscaping.
  • Minimal environmental and neighbourhood character impacts as the site already has commercial business infrastructure.

The project also supports the redevelopment of the Frankston Basketball Stadium, with recreation patrons able to use the car park facility outside of peak commute times.   

Design inspired by Kananook Creek

The exterior of the car park will feature a representation of nearby Kananook Creek, depicting the gentle course of our local waterway across the side of the structure. One of Frankston’s most beautiful natural environments, Kananook Creek runs for 7.5 km parallel to the coastline linking Seaford Wetlands to the Frankston Foreshore. This design element, in conjunction with landscaping and feature lighting aims to integrate the structure with the natural environment while ensuring it remains a safe, modern and functional facility.

Timelines

The project is expected to progress within the below indicative timelines, which are subject to change depends on project impacts (such as weather, approvals etc).

  • August-September 2022 - Concept designs presented to key stakeholders and community for consideration - Completed
  • Late October 2022 - Statutory and Planning Permit Application to be lodged and considered by the Responsible Authority - Completed
  • October-December 2022 - Tenders sought - Completed
  • February 2023 - Tenders to be considered by Council for an award of contract to a Building Contractor - Completed
  • June 2023 - Construction to commence
  • Mid-2024 – Construction to be completed

Project updates

 

The arrival of this 100-tonne rig on site signals a major milestone in the Kananook Commuter Car Park project – the start of work on the foundations for the 300+ space multi-storey car park that will service commuters in peak times as well as nearby recreation users in off-peak times.

The continuous flight auger (CFA) rig will drill down about 15 metres at multiple points across the site, allowing each hole to be filled with a steel cage and concrete to ensure the building foundations are stable. To prepare for the rig’s arrival, a special platform was also constructed to stabilise the ground conditions.

The commuter car park, which is funded by the Australian Government and built on Council-owned land, is on track for completion by about mid-2024.

The project will complement the upcoming major re-development of the Frankston Basketball Stadium to house more basketball opportunities and the first dedicated community gymnastics facility in Frankston City. The stadium is supported by all three levels of government, and construction is expected to begin in 2025.

January 2024 project update:

Our new commuter car park is taking shape!

Just before Christmas you may have noticed some impressive-looking pre-cast concrete panels arriving at the Kananook Commuter Car Park site at Wells Road. These are now in place and paving the way for work to start on the multilevel floor slabs of the 300+ space car park. 

In the coming months, we’ll also be upgrading the Bardia Avenue and Wells Road intersection by adding traffic lights, widening Bardia Avenue for cars turning left and improving pedestrian safety to cross Wells Road between the new carpark and opposite Kananook Railway Station with new pedestrian operated signals and traffic islands. 

To make way for these improvements, additional car parking spaces will be removed temporarily to allow the construction team to safely move and store equipment and machinery.   

The commuter car park, which is funded by the Australian Government and built on Council-owned land, is on track for completion in late August-2024. It will provide free car parking for commuters, and in off-peak times for visitors to the adjacent Frankston Basketball Stadium and Kananook Reserve.
